Honestly there is no chance that in this percentile anybody would get in any of the NITs /IIITs so i would advise you to go for GFTIs like Gurughasidas bilaspur, Kongri Vishwavidyalaya, BIT Mesra, Assam University.
Although you should also keep private colleges as a backup such as VIT Vellore, SRM University, Manipal University, BITS Pilani. However there are certain factors like number of vacant seats in college, previous years cut offs,choices filled by the candidates.

Yes , you have chances to get cse branch here and if the dynamics changes still you will get electronics and communication branch. These predictions are on the basis that your home state is Delhi. If your home state is not delhi then you would not get any branch here. Maybe Biotechnology you can get.

It is quite hard to predict the exact situation as it depends on the number of students attempting the exam, the difficulty level of the paper and the preferences of the students.
Looking at the previous year trends we can say that that your CRL is around 47 K.
The closing rank for EWS category is usually around 14 K and hence it is quite difficult to get admission into IIITD .
It is quite difficult to get into any top NITs for CSE or IT.
You can get into Biotechnology in NIT Durgapur and core courses into NIT Sikkim, Arunachal Pradesh etc.

Unfortunately if your EWS category rank is 35k let me tell you that it is not possible for you to get cse branch in these colleges because the colleges that you have mentioned are one of the top colleges through jac counselling.
However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

With the above mentioned rank in EWS category in JEE mains and looking at the previous year JEE mains Cutoff, you have difficult chances of getting CSE branch in any of the Good NIT's or IIIT's as the minimum required closing cutoff rank for EWS category students for NIT's is around 2K-3K and for the same for IIIT's is around 8K-10K in top IIIT's. So this becomes difficult to get CSE branch in some good NIT's or IIIT's at such rank in JEE mains, even with Home state Quota.
But do not worry as with the above mentioned EWS rank in JEE mains you can get many of the good State level Engineering Colleges and most State Private Engineering Colleges.
