Don't stress too much because you will be completely eligible for NEET 2022.
The eligibility criteria for NEET 2022 is that a candidates who want to appear for NEET 2022 must have completed a minimum of 17 years of age at the time of admission as of 31 December 2022. And in December 2022, your age will he 17 years and 7 months. So, you will be completely eligible.

Coming to your question , yes it would be difficult for you to manage the eee branch without knowing electrical circuit emi stuffs . But people take up many things without having any prior knowledge of that subject and later on excel in that.
So, if you have interest then do take it otherwise not.

You can get the tutorial for composing a good CV online. There are many open resources from where you can learn, this. Now there are several colleges/ universities which releases notifications for internships you can apply for it also for example, the summer internship program is going on in KIIT. Now if you want to go for companies then as per my advice it will be best to apply via online platforms such as LinkedIN, Naukri, Internshala. Now as per my opinnion Internshala is the easiest website, you have to enter your details and with the details the cv will be automatically made, and you have to apply for internships and then you have to apply and if shortlisted then you will get notified. So you can surely visit that as well as the other and find for internship opennings.

If you get withheld in your results then it means that the result is still under consideration by the council. There can be many reasons for a withheld results. it can because of any missing information, Mismatched information, and for some cases it happened because the exam fee did not reach the board. Nice to know that you have decided your career field at an early age. IAS is a prestigious position with a lot of responsibilities still lakhs of students aspire for it each year.
First, I will tell you about UPSC examination. So UPSC conducts examination in 3 phases:
1) Preliminary Examination - Objective type questions with 2 papers (Qualifying stage so marks will not be added in final marks)
2) Mains Examination - 9 papers (out of which 2 will be of qualifying nature) - Subjective type questions - Marks will be counted
3) Personality Test - Interview stage
This total process will be of 2025 marks in total which will be counted for ranking and according to your rank you will get your service.
As you said you are in 9th std, I won't suggest you to start the serious preparation for UPSC from now onwards because preparing for UPSC needs some maturity which develops with time. You can start gradually after 12th with the proper studies. But you can do 1 thing now is that just concentrate on your school studies and clear all your concepts because they will be your base for studying for UPSC. And if possible you can try to make a habit of reading newspaper. Just try to read it for overall understanding and knowledge to make a habit and create awareness and don't read it from UPSC exam point of view.

WBJEE counselling mainly happens after the publication of WBJEE Rank card .First of all, you need to do registration for WBJEE counselling and lock your choices with preferences and then pay the counselling fees.
There will be two rounds for seat allotment ,you need to wait up to two rounds to get your preferable colleges according to your rank and seat intake capabilities.
After then, there will be a mop-up round. Only apply for this if you can't get allotment to your preferred college according to your rank.
Note: JEE Main candidates are also eligible for WBJEE counselling.

According to previous year's cutoff you need to have a rank below 7500 to get CSE in Amrita Bangalore campus if you have state quota. If you are an open category candidate, you need a rank below 4000 to get CSE in Amrita Bangalore.
Since you have a rank of 3000, you have good chances to get into core CSE in Amrita Bangalore. If not core then you can surely get into CSE specialization as per your preference.
With 3000 rank, you have chances to get fee slab 3.
