IIT madras provide an integrated course in humanities which allows to get in IITM without Jee advanced.Also any student can apply for the special entrance .Interested candidate should apply with the required datas.Then one have to nattend and qualify Humanities and Social Sciences Entrance Examination (HSEE) conducted by IIT Madras. Admission is based on the merit in the test.

To get admission into IITs you must qualify in JEE Advanced exam. To get qualified for JEE Advanced exam you should write JEE Mains. In IITs point of view, JEE Mains only provides eligibility for writing JEE Advanced.
So, there is not direct admission for lateral entry in IITs, JEE Mains and JEE Advanced exams are compulsory to get the seat in IITs. Most of the IITs, NITs or Colleges gives lateral entry opportunity. There will be few percentage of seats reserved for Lateral Entry students in most of the colleges in India.

see cutoff score varies every year and it depends on certain factors like number of applicants, questions difficulty level, seat matrix for any particular stream, candidate category etc. based on previous years cutoff and considering you as general category, you have no chances in iit delhi for construction management. do mention you gate score so that we may look for other institute cutoff .

Getting into iit madras which is top tier 1 engineering college. Securing a seat in IIT is not easy as sounds . IIT admission are based on the rank secured in jee mains and jee advance . Candidate should secure atleast aove 95 percentile in jee mains and atleasr 2000 rank in jee advance for admission in Mechanical branch . Every jee advance fluctuate around 2000 only

Indian Institute of Technology (IIT) is a brand to be Very honest. Students are dying to take admission into these college and hence they work hard to secure rank to get selected for admission into IITs.
Now coming to your question both the IITs are too notch in terms of curriculum, courses as well as placement.
But IIT Mumbai is slight better than IIT Madras in terms of placement, location and ambience of the college.
I will suggest you to go for IIT Mumbai if you are getting it over IIT Madras.

It is difficult to predict the score because the total marks for JEE Advanced is different every year. And the seat allotment is based on the rank, category, choice of branch and institute, seat availability. SO the cut off is different for each institute, category and branch.
In 2020 the qualifying cut off marks for OBC category was minimum 62 overall marks and minimum 5 marks in each subject. The cut off is subjected to change it may increase or decrease depending on number of candidates appeared, difficulty level of exam and number of seats available etc.
To get seat in an IIT a candidate must score above the cut off marks. The ideal score to get seat in IIT Madras, IIT Bombay, IIT Delhi and IIT Kharagpur should be 50-55% of total score of the JEE Advanced 2021. The rank should be within 1000 to get seat in branch like CSE, ECE, EE and to get seat in Mechanical, Civil, Chemical Engineering the rank should be within 3500 considering the past cut off trends.

As we go through the latest cut-off of 2020 then it shows that the closing rank for OBC category was 3423 for Naval Architecture and Ocean Engineering branch in IIT Madras.
See it is quite difficult to tell you about exact marks to score because for JEE-Advance no maximum marks are fixed but yes with regards to JEE-Advance 2021 if he secures his AIR under OBC category in JEE-Advance under top 3400 then there are good chances for him to get into some lower branches in IIT Madras but if he wants top branches like CSE, ECE then he should maintain his rank under 600 for IIT Madras.
