Varied factors are taken into account by different institutes while they determine the GATE IN cutoff. Each institute has different GATE cutoff for instrumentation engineering for different categories.

See to make smartphone or tablets or any such electronic gadgets you must have a complete knowledge about how production works , what material is needed , what instruments and machinery is required , etc.
Well if you have completed your BE in electronics offcourse you'll be able to design and build hardware as well as software if you are good at programming .
I can suggest you start with small gadgets try to develop them at home and from that experience you can always have a vision to create wonders in your field.
Once you know how to tackle small small issue of the gadgets coming and working on them you master the skill and volla there you go

Graduate Aptitude Test in Engineering(GATE) is a test conducted every year to provide admissions into post graduate courses in various IITs,NITs,IISc etc.. and also to recruit applicants into various Public Sector Undertakings(PSUs).GATE 2019 was already conducted and since the official key is released, you can get to know the exact score what you can get.
The eligibility criteria for PSUs is different for all companies according to the educational qualification, Age Limit etc.
Below are the given PSUs which offer jobs in Instrumentation Engineering(IN) area:
Applicants will be shortlisted for Interview process on the basis of a valid GATE 2019 score.
BARC provides training in two courses and on successful completion of these courses candidates get jobs as Scientific Officer ‘C’ in one of the DAE units or Atomic Energy Regulatory Board. These courses are as follow:
1.Orientation Course for Engineering Graduates and Science Postgraduates (OCES)
2.DAE Graduate Fellowship Scheme for Engineering Graduates and Physics Postgraduates (DGFS)
Based on the GATE-2019 score and requirement, applicants will be short-listed for Group Discussion and/ or Personal Interview for the position of Executive Trainee in the above disciplines. Please note that only GATE-2019 score is valid for this recruitment exercise. GATE score of 2018 or prior to that is not valid.
Employment in all the Engineering branches is on the basis of Graduate Aptitude Test in Engineering GATE Score.Short-listing of candidates for further selection process (comprising Group Discussion (GD) & Group Task (GT) and Personal Interviews (PI)) is based on the GATE-2019 score. GATE score of 2018 or any other previous examination is not valid. Candidates will require obtaining minimum 40% marks in GD/GT and Personal Interview for being considered in the merit list.
Selection is Primarily based on the valid score cf GATE-2018 and organizational need, candidates shall be shortlisted on merit for the personal interview for the post of Graduate Engineer Trainees(GETs) in the above disciplines. Final selection will only depend upon performance in the Personal Interview. The Personal Interview will consist of 100 Marks. The qualifying marks are as follows :
General Category – 70 Marks SC/ST/OBC/PWD – 60 Marks
Final selection merit list of applicants will be prepared based on the number of vacancies and the marks scored in Personal Interview.
Applicants have to secure minimal qualifying marks each in Group Discussion and Interview individually, before being considered within the benefit checklist. The ultimate merit list shall be prepared based on 85% weight-age of GATE-2019 marks, 5% weight-age of GD marks and 10% weight-age of Interview marks.
Applicants interested in joining SAIL have to Apply for GATE 2018. On the beginning of SAIL application form, they have to apply for it along with their GATE 2018 Registration Number.
