see you did not mention the institute name in which you wants to take admission for lateral entry. however generally admission to lateral entry admission to B.tech or B.pharma is based on entrance test follows by counselling or interview rounds. however after clearing entrance test, next stage is interview rounds then you have to get selection for interview rounds for next step to admission process.
Unless you are not shortlisted for interview you have less chances for final selection / admission.

UPSC Civil Services Exam Age Limit:
Candidate must be a minimum of 21 years of age and must not be more than 32 years of age. General Category & EWS: 32 years: 6 attempts
A general candidate can attempt the exam for 6 times, 9 attempts for OBC and unlimited attempts for SC/ST candidates.....
Now to justify the reason of your Gap is totally up to you because how you present yourself and And how dedicated you are to your work as a officer or collector.....

Indian Institute of Science(IISc) Bangalore conducts Kishore Vaigyanik Protsahan Yojana or the KVPY exam. Students studying in class 11th, 12th & UG Science courses are eligible to appear for the KVPY exam 2021. They can appear for the KVPY fellowship exam under three streams - SA, SX and SB, respectively.
In 2021, the selection will be made on the basis of the KVPY aptitude test only. No interview will be held this year.

Interview on the other hand, can be for job interview or internship related interview. It is usually the final selection process when it comes to hiring candidates. They check all of your marksheets at the time of joining. If the result for a particular semester is not yet declared, then only you will be exempted from producing the mark sheet of that particular semester. You can produce it later when your Initial Learning Program ends. If you have backlogs , you will not be allowed to join TCS.
Please do not do something silly and stupid like producing fake marksheets. Do not worry, just write to the ilp team when you get your joining. I am sure you would clear your backlogs and have a smooth joining. All the best :)
