You cannot directly download the NTA Abhyas Application on your laptop/PC, as it is an Android application.
If you want to run it on your laptop/PC than you should have Emulator installed in your laptop/PC which supports Android application.
On Emulator you can run that application very easily as in your phone.

As your budget is around 40,000. There are many good laptops available in this range with the 10th generation and core i3 as well as i5. Dell laptops are very good. You may also go for other good companies like hp, acer, HCL, asus. The choice is yours. There are many models. Price also differs on the RAM size.

bhartividyapith pune is a deemed to be university. college has excellent infrastructure and expereinced faculty members. education system is good, students get opportunity for various type of extra curricular activities, site visiting for educational purpose , however placement is good for cse, IT, ece streams, since most of the companies visits the campus comes for IT analyst, system engineer role. apart from this many market research , sales domain companies visits the campus. now it is really difficult to get core chemical engineering job from this institute. another thing is if you are really passionate about chemical engineering you should go for nits, iits or government colleges which have excellent placement.

For courses like biomedical engineering the laptop is required. Usually you have to use some programs or software in the course studies. For this your laptop or computer should have good memory, processor so that the programs run smoothly.
Usually your college or teachers will guide you the requirement which your laptop need. So after admission you can consult your teacher for information regarding the laptop requirement.

Laptop is a basic requirement for ECE. You might get it away without laptop for FE but you need to do a lot of simulation when you are in SE-TE. You would waste lot of time and money if you doesn't have laptop when you have a creative idea in your mind. A laptop is a basic requirement for ece.
You can smoothly do your first year if you don't have one, but from the 3rd semester it will be of huge importance.
There are certain software like multism,pspice,orcad etc on which you can simulate any circuit that pops out of your mind and check whether it is working or not. If you don't have a laptop then you will have to buy each of the components and patch it on the breadboard each time you want to do something new. So in other words laptop will save you time and money.
Other than that you will be taught several programming languages like C,java etc in different semesters,without practice, these languages are impossible to learn so your laptop will come handy in such cases.

If you want laptop under 25,000 then you are not going to get the latest processor like i5-10G/9G but yes you can get i3-7G easily with 14 inch screen and you can purchase DOS version of Laptop in which you can install windows on your own because your budget is very low otherwise if you want pre-installed windows than you have to spend at least 30,000.
You can go for various laptop brands in this range like Asus, Lenovo, Acer.
Final decision will be based on your usage, how you are going to use your system, for gaming purpose or for normal purpose. You will not get a single brand new gaming laptop under 25,000 but for normal usage you can go for above mentioned brands.

If we talk about softwares which includes different applications running on your system that can be upgraded automatically, you don't have to change your system.
But if you want to upgrade your processor than there are two cases, if your PC has Intel software than it cannot be upgraded easily, for this you have to change the motherboard of system but if it has AMD processor than it can be easily upgraded on the same motherboard without any complication, condition is only, that your system should be compatible with it.

Yes, laptop is important for a B.Tech student after 1st year as core subjects will come. In case of EEE you may get MATLAB coding subject or you may have assignment and report submission which will be needing a laptop.
No it's not a compulsion and in the first year surely if you don't have it, even that is okay. Because in the first year all engineering branches have same subjects which are general like the engineering mechanics, physics, chemistry, maths, electric circuits, programming with C, etc. For these subjects you won't require laptop atleast in the first year. Yes maybe when you progress further into engineering course, having personal laptop is preferred since you can store and access all your data in your personal gadget.
