RPSC lecturer exam is conducted by the Rajasthan public service commission. The candidate who gets selected after cracking exam and interview have to carry out certain responsibilities as per the alloted post. It is candidate's choice if he/she wants to join private job or government job. But many candidates prefer government jobs as it has many perks and benefits such as paid holidays, child safety, medical facilities, bonus, govt accomodation, etc.
But there is no restriction on candidate to choose governement or private job, he/she can choose as per their will.

You will know this from the job vacancy app. Like linkdin or Naukri.com. Infact you know from colleges. You can give them your CV if vacancy is present then they will ask you for interview. It's the better option for getting job as a freshers lecturer. So many colleges you can get chances like engineering college, Pharmacy college etc. So you can choose some college and your CV to them. It will helpful.

I suggest you to check the latest notifications for recruitment process. meanwhile make profile on job alert group like linkedin, timesjob, naukri dot com etc to get job updates based on your profile.

As per UGC norms you have to meet certain eligibility criteria if you want to become a lecturer in any of the educational field.
The eligibility criteria is that the candidate must have completed masters in the subject they wish to pursue the teaching role with the minimum of 55% marks. In your case, you have to choose the subject human anatomy or biotechnology in your higher studies.
After your class 12th, you have to opt for bachelors in science in the subject relevant to your mentioned subjects or same.
If you want to apply for the assistant professor's post then along with the above mentioned eligibility criteria, a candidate must possess the SET/SLET, NET certificates.

TC - Transfer certificate is a document signed by the head of a school or institution signifying that the student has fulfilled the education requirements of their locality.
You need to contact college authorities with a notarized affidavit that you have lost the TC.

With chemistry , its better to have Mathematics as a subsidiary subject. Many state Universities demand for Mathematics as subsidiary subject for the admission of MSc. Also in chemistry you will have Quantum Mechanics. So if you have Mathematics it will be easier to learn such tough topics.
Now coming to your question , Yes you can be a lecturer provided you have to pursue MSc and then PhD. After that you have to qualify NET Lectureship exam to get a full fledged job of Professor/Lecturer.
