I Have appeared for AIBE XV 2021 on 24th Jan 2021. As per site results will in 3rd Week of march. Now third week is Over. And 22nd is last date for next AIBE XVI registration. What to do?

AIBE XV results was delayed but it can be declared anytime soon, hence stay updated at the official website at allindiabarexamination.com, once the link is activated you need to visit the official website, enter login credentials such as application ID and DOB, submit the same, results will be displayed on screen. For AIBE XVI registration closes on 22nd March, exam is to be conducted on 25th April.

In March 16th 2 nd shift I have scored 39 marks. what will be approcximate percentile. Again the marks was half the mark scored in Feb. Does it has any impact

No, your marks /percentile obtained by you in March session will not affect your marks /percentile obtained in February season. Your best score out of the sessions you attempt will be considered for your giving you rank and thus the  admission process.

You didn't mention any examination name here. But i assume that you said about JEE Mains examination March attempt 2021.

So it's quite difficult to tell you proper percentile by knowing your marks only. But you got 128, so your percentile may be between 97 to 98 percentile. And your rank is probably 17000 to 16000.
