As you know, the competition is increasing at a rapid pace in medical field every year, it is very difficult to get a good medical seat even with 600 marks.
So, unfortunately, 140 marks are nowhere near enough for a mbbs seat eiter in government or private sector.
A safe score of atleast 610 is expected to secure a government mbbs seat in neet.

You cannot get a free MBBS seat anywhere in India, no matter the marks or the category. However, you can get low fee government medical colleges if you manage to get a good score.
Here is a list of previous year's cut off for government colleges for your category-
Aligarh Muslim University- 643
AIIMS Gorakhpur- 646
Bhima Bhoi Medical College and Hospital- 598
Government Medical College, Churu- 599
RML, Lucknow- 641

As you know, in previous session, the government had announced about admission to 50% seats in private medical colleges with the fees same as government colleges.
But, it wasn't passed as a law and it was said it would be implied from session 2022.
For this same, a case has been filed in the Supreme Court, for its enforcement whose hearing was initially scheduled on 16th of August 2022.
As per recent activity, the hearing has been rescheduled to a further date.
It would be clear by the time Neet ug results are out and the once the counselling process commence.

As per your marks, it's difficult to get any government medical college with OBC category.
And, there is no sports quota reservation for medical seats in India . You have to clear the NEET with the required qualifying percentile and also have such a score so that you can get to any medical. All India cut off for government medical college goes high as 595+, depending on various states.
However, you can get any private medical colleges for MBBS across India.

See it is quite difficult to help you with the exact list of colleges as the cut-offs keep on changing every year but yes we can provide you the list of colleges that you can get based on previous years cut-off data.
So according to the data, on such marks and category you have very less chances for any government seat because the cut-offs in 2020 were above 500 out of 720 but you can have good chances of getting management seat in some medical colleges in Andhra Pradesh under state quota according to previous year's cut-off.
As we go through previous year's cut-off then it shows that you have chances in following colleges :-

If we look at the final previous year's cut off for government medical colleges for the general category it is as follows-
For Karnataka, it was 596 marks and the college allotted was Kodagu Institute of Medical Sciences, Madikeri.
For Uttar Pradesh, it was 613 marks and the college allotted was Government Medical College, Jaunpur.
As you can see, you have no chance of getting a government medical college. However, you can get the following private colleges in UP-
Heritage Institute of Medical Sciences, Varanasi
Subharti Medical College, Meerut
Muzzafarnagar Medical College
Rohilkhand Medical College
School of Medical Sciences, Sharda University
