As of now its tough to say if you can fetch a seat because the cutoffs change every year due to college and this year the cutoff went high and few seats have increased.but with previous year analysis,your rank and category we can find you possibilties into colleges.now based on previous year analysis you need minimum of 580+ to fetch a seat in government mbbs for your cat and rajasthan cutoff,for private it maybe a little less than that.this shows you have no chances to fetch a seat also this year the cutoff rose by atleast 30-40 marks more causing a difference in ranks by thousands so you need to score high.for more info about cutoffs check: https://medicine.careers360.com/articles/neet-cutoff-rajasthan

As per your category rank it is difficult for you to get MBBS seat in Andhra University but as you know the cutoff depends on various factors like the number of seats available, the difficulty level of paper and number of candidates writing the examination. Till now the minimum marks for admission in government medical college is 575 general category students. But so many colleges counselling is continuing so it's not the permanent minimum marks.
If you want to get MBBS college in Uttar Pradesh as general category student then you have to score minimum 600 or more. Then you get easily government medical college.

Chances are quite less for you to get a seat in government college, but there are chances for you to get a seat in private medical colleges and also you can get a seat in deemed colleges. In Tamil Nadu the closing cut for OC category was 601 marks, this was stated to make you analyse the tough competition. If you are desperate about a government college then take NEET again. It is never wrong to have scope till the end.

Before going to the the certificates and the 10th and 12th marksheet applicability, you must know the use and importance of these documents.
Firstly if you have an OBC certificate from UP, then it means that you are eligible to get admission through the All India Quota of seats in any of the colleges which accept the reservation criteria.
On the other hand the 10th and 12th marksheet from Maharashtra helps you to get the domicile or the state quota of the seats of the Maharashtra government owned colleges or institutions.

In UP NEET counselling as well as in almost every medical counselling, firstly all the UR (general) category seats are allotted before any other category (OBC, ST, SC) seat. So if even if a candidate have OBC quota but if any general category seat is available at his/her rank then that candidate will be allotted general category seat. So when the general seats will be occupied completely then the category wise allotment starts because it will give benefit or chance to other OBC/SC/ST candidates of lower ranks.
Next query which can come into mind is, then what will be the use of caste certificate if I get seat under general category?
So even after that it's very much useful because a candidate can still avail the caste certificate benefits such as scholarship / fee concessions etc.

If you are staying outside in India and complete your 10th and 12th then you are a NRI candidate. If you want to give NEET you can give it. But in admission process you have to admitted here as a NRI candidate. So when you have to fill the form fill as a NRI candidate not a general candidate. Then any problems will not occur in your admission dear. Prepare yourself for NEET examination.

Mop up round is special for the candidate who get the less marks than cut off marks. Here The candidate have got 410 and if it is the that years less marks ,less than cut off marks then he has to wait for mop up round if he is from reservation category and have valid caste certificate from that respective category .
This provision gains him a chance to get MBBS seat through UG NEET exam.
