If you are enquiring about All India Counselling then, you cannot participate in Mop Up round for Private Medical Colleges. Private Medical Colleges do not participate in All India Counselling and the seats are filled through State Counselling alone. And for appearing for State Counselling you need to hold the domicile of that particular State. Or else the only other option is through Management Quota. Last year the cut off rank for BCA under 85% State Quota of Andhra Pradesh was a rank of 55883 in AU region and 71565 in SVU region. So based on this, it is difficult for you to get a medical seat through state quota of Andhra Pradesh.
Keep in mind that cut off varies every year with the number of qualified candidates and total number of seats available.

You haven't mentioned your Category. MKB Quota is for those Candidates who live in the disputed Maharashtra Karnataka disputed border. The final round for all India counselling was completed. The final NEET results were declared on 30th of November. First itself you should have applied for ALL India counselling, then you should have applied for Tami Nadu counselling. Now you cannot go back. Even if you get a chance to participate in All India Quota, then seat you got, will be passed to another person.

The seats which will be still vacant after 1st and 2nd round of counselling will be transferred to mop up round.The candidates who don't get any seat in 1st and 2nd round will don't need to pay any registration fee for mop up round but the candidate which is registering himself/herself fresh in mop up round and don't participate in 1st and 2nd round will have to pay and there is no specific strcuture it will be displayed to you it may be normal fees like any registration 1000 for UR and 500 for SC/ST/OBC.For security fees(refundable) it would be 10,000 for UR or general category and for reserved it is 5000.You can read here
