It is impossible to get a MBBS seat in Andhra Pradesh with the mentioned marks even in EWS category. However you can try for other courses in Ayurvedic, Unani, Homoeopathy colleges. There's no increase in the MBBS seats in Chandigarh as there has been no notification about the same, if at all there is some change then the change might be slight change which will not make any difference.

You can also get a seat in a private colllege. I cannot tell the exact college you can get as the cutoff varies every year. You cannot get government medical colleges through any state counseling when you don't have that particular states domicile. You can get management quota seats being a non local. You can also get management quota medical seats through All India Counseling for Deemed Universities. Some of the colleges in which you can get a seat are -
