Medical Counselling Committee (MCC) will start the refund process for NEET UG Counselling soon. The security money will be refunded after the counselling process is completed. If the candidate has taken admission in his allotted college then the security fee will be adjusted with the first year fee. But, if any candidate didn't get any seat or didn't take admission in his allotted seat then the money will be refunded at the same account of the candidate through which the payment had been done during the counselling.

The security deposit will be refunded to the candidates who do not take admission through NEET 2020 counselling. The security fee will be refunded to the institution where the candidate has taken admission and will be adjusted with the first year annual fee. In case, candidate is not allotted any seat in all rounds of counselling including stray vacancy round, the fee will be refunded in the account provided by the candidate at the time of registration. So if you have not taken the admission the fee will be refunded back in that. For more information you can contact to the concerned official.

From last year the AIIMS AND JIPMER exams are scrapped and in place of that only single exam, NEET, is conducted for admission into all medical colleges of India.
So no you don't have you register separately for the JIPMER admission. You just need to register for the NEET exam and after the neet results the cut offs will decide admission into various colleges including JIPMER via counselling conducted by MCC.

I am extremely sorry to tell you dear but you won't get your 2 lakhs of security money deposited by you.
This is because,
You you were allotted a college in the second round of counselling and if a seat is allotted the second round of counselling or the the mop up round then even after leaving the seat you are not eligible to get the refund of security money
As
The security gets forfeited when a candidate who was allotted a seat in the 2nd Round /Mop Up Round of DGHS does not join alloted college.

Also,
the security amount gets forfeited when a candidate gives wrong information during registration and on the basis of which he or she gets the seat and later on his or her seat gets cancelled by the admission authorities while reporting to the college

The MCC still not release notification regarding this but may be MCC refund the security deposit in the last week of January or 1st week of February so don't warry you will get refund very happy soon.

On the official website of MCC, MCC has released the list of all eligible candidates who have enrolled themselves for Stray Vacancy round for different quotas such as ESIC/DEEMED/AIIMS/JIPMER and so on. The list about which you are talking is of all those candidates who have enrolled for Stray Vacancy Round for either of the above mentioned quotas. I am extremely sorry to tell you but if you have not qualified Neet 2020 examination then you cannot participate in stray around and cannot get a seat in any medical college.
Seats are allotted in stray round on the basis of marks obtained by you in NEET examination and it mandatory to qualify Neet Examination to be eligible for stray round , also only those students are eligible for stray round who have registered themselves in at least one of the rounds of the counselling of MCC but as you have not qualified Neet examination you wouldn't have been able to participate in any of the rounds of the MCC and so now cannot participate in MCC stray round counselling.

Stray Vacancy is the round of Counseling which deals with seats left vacant or remaining unfilled still after a mop-up round of MCC or state counseling. Then this round conducted by colleges to fill the left seat.
Process of stray vacancy counselling round is that most colleges open the participation registration on their college website, you can register yourself there. Then, you have to physically go to these colleges with all the required documents on the decided date for the next step process. Stray vacancy rounds happen in a small duration normally in 4 days.
