Yes you can apply for both state and mcc councelling process.
As you have not been allotted seat in first round you can further participate in round 2.
Once you join a college alloted to you in second counselling you are disqualified in state rounds.
Apart from this, those who reported at an allotted college for the first round but opted for second round up-gradation can appear in the second round.

Every year the admission in government college differ according to the cutoff and the difficulty level of the exam and also on the total number of candidates appeared in the exam.
According to your score it is very difficult to predict either you will get chance for the admission in government college for mbbs or not
To get admission in any government college from sc Category even you need to score atlest 400 or 400+

Your question framing is not good and that makes it a bit difficult to understand. But as far as I am understanding you are asking about what to do if you want to surrender a seat you have got in your MCC round 1 counseling.
See if you have got a seat in the first round and you don't want to join the college all you have to do is not to report to college and that's it. Your seat will be considered withdrawn.

Directorate General of Health Sciences (DGHS) has postponed round 2 of NEET 2020 counselling till November 20. The registration for NEET UG counselling 2020 for round two was expected to begin from today that is November 18 onwards. The postponement of NEET counselling second round is done due to seats reserved for IP quota is being added in seat matrix. The authorities announced the final and provisional first-round NEET counselling result at the official website, mcc.nic.in on November 7.
Once all the rounds of Counselling are over, MCC will release the list of eligibile Candidates for a refund of their security deposit. You will get the amount after all the rounds of Counselling are over to the same account the payment was made fro,. If you do not want to participate in Round 2 and mop up round, simply do not use the choice filling option and you will not be allotted any seat or College. But you can attend State Counselling of your respective State.
If you have been allotted a seat in any college in the first round of Neet Counseling at All India Level. And if you don't report to the centre, you will be automatically considered as opting for exiting from the college seat.
So it's very simple just don't report to the college and you can withdraw the seat.

At first you've to go for MCC official website and register yourself with providing all necessary documets. Then you'll find the Choice filling and Choice locking window. It's the most crucial part of any counselling procedure.
Now I'm going to discuss with you the whole process of choice filling briefly.
First of all you can choose any number of choices, even you can choose all of the choices offered to you. Suppose you've selected total of 10 choices in the Choice filling list and you've sorted them according to your interest from 1 to 10. Now suppose you are being allotted to the institution mentioned in the 5th choice in round 1 of the counseling. Then 2 things can be happened here. If you become happy with your 5th option or don't want to upgrade it, then you have no choice left other than 5. Now coming to the other part, suppose you opt to upgrade for the second round. Then in your list of preferable choices if any of the above 4 choice's seat becomes vacant (i.e. suitable as per your marks and rank) then you become selected for that institution, otherwise the previous 5th number choice becomes your only option. The same thing happens in every round.
However keep one thing in your mind in this regard that under any circumstances you don't have any kind of possibilities to get chance in those receding 5 choices after 5th. So make your list of choices by maintaining proper order so that you don't have to regret for it later.
