• If you've already identified your enormous area of interest, then college doesn't matter, you can so for second best institutes, i.e. NITs and IIITs, but
• If you are yet to identify, then you need a better platform to explore, and you should go for best institutes like IITs.

Yes, you will be eligible to get a seat in the M. Tech mining branch in Osmania University, being a SC candidate. Since there is no cutoff trend for SC/ST candidates apart from General/OBC candidates, so according to your score in TSPGECET 2020, you will be easily getting an admission. There is no minimum marks to get eligible in the case of ST/SC candidates. But yes, in order to get qualified you must secure 45% in the qualifying examination according to your caste category.

The foremost thing is that of you have interest in any one of these two, then go for it. Else You should go with Production Engineering. As Production Engineering is a derivative branch of Mechanical Engineering, you can work as a mechanical engineer and have better job prospects. Unlike Mining Engineering, the scope of production engineering is more and broader. The placement is also good in case on production engineering.
