It depends on your interests . With Chemical Engineering you would have better scope for research and jobs . You can go for psu's with chemical engineering , and if you want higher studies like ms in abroad , chemical engineering has great scope in us and europe , so if you would be preparing for gre or gate , chemical engineering would provide better study .
In mining , if you're trying for mba , you would have a good college background , as BHU is a old college in comparison to Jammu .
But it all comes to your interests , which branch you want to study for your whole btech , as branch change is not easy in iit's .

Yes Sangram you can do BTECH degree after diploma in mining. The only qualification required is you must have passed Intermediate Examination i.e. Class 12 Examination. You are eligible for pursuing BTECH degree . Actually in our educational system we can pursue any number of degrees from any of the INSTITUTION.

The decision here totally depends upon your interest and plaN. Because ISM Dhanbad is one of the most famous Engineering colleges of India for Mining engineering and NIT Jalandhar ECE is one of the most acceptable options.
ISM Dhanbad will give you an IIT tag. If your interest is to pursue Mining engineering, then that is the best option; else, ECE from NIT Jalandhar will be a prudential option considering the broad scope in the future.

B.tech in Mining engineering NIT Rourkela has greater JEE cut off as compared to that of B.tech Mining in NIT Surathkal. NIT Rourkela has a vast campus which is the 2nd largest campus in India after IIT Kharagpur. Vikram Sarabhai hall of residence in NIT Rourkela is the 2nd largest hostel in Asia .
Also, NIT Surathkal is ranked higher as compared to the above mentioned NITs.
NIT Rourkela for b tech in mining has the highest fees as compare to the other mentioned NITs.
