Even if you belong to Madhya Pradesh and want to appear for Uttar Pradesh state counseling, you need to enter your category as SC only as you will have to present your category documents later for verification at the nodal center, and since your NEET UG score card will also be mentioning your category as SC.

Yes, you can register with UP state counseling even if you have already registered with MP state counseling as candidates are eligible to take part in various counselings simultaneously. However, if you get allotted a college in either of the states, your name from the other one will automatically be removed.
