Last year the cut off rank for general category in MS General Surgery under All India Quota through All India Counseling was around 10000. So based on this it is quite difficult for you to get a government quota seat. But you can surely get a management quota seat in MS General Surgery. Yes, You can pursue MS in CS after doing BSc and a post graduate diploma course.
Most of the Post graduate Universities in the CS require you to have completed at least 16 years of education before you can apply for an MS course. These 16 years are broken up into
10 + 2 + 4 = 16 [years of education]
But in your case, you have a 3 year BSc course and a 1 year diploma program. So, that is...
10 + 2 + 3 + 1 = 16 [years of education]
Which also satisfies the 16 year rule. So you are good to go. You can apply for MS without hesitation.
For 3 year graduation courses, an extra 1 year of education has to be added to be eligible for MS in US.

M S Ramaiah college is one of the leading institutions in India. It is considered a brand in terms of education and is one of the most reputed colleges.
It offers a 4 year under graduate course in B Pharmacy.
The placements are good with an average salary of INR 15,000 to 20,000 per month.
I think considering it's brand value taking admission in it will be worth. It is 12th in ranking of medical colleges in India.

According to general merit cutoffs of COMEDK in year 2020, with a rank of 1733, you can get Information Science Engineering BMS College of Engineering as its closing rank was 1696 in year 2020. You can also get Information Science engineering at MS Ramaiah Institute of Technology whose closing rank was 1800 in year 2020. This gives you high chances of getting your desired branch at both the colleges.Please note that this prediction is completely based upon 2020 cutoffs. Both GATE and JEST are eligible for IISER MS program in Astrophysics. Now if you consider both the examination then I would say JEST would be a better choice this is because JEST ask questions from theoretical physics more but in GATE it becomes more of a memory based or formulae based examination. So if you have clear concepts then you would easily be able to crack JEST. Also in GATE the syllabus is bigger but in JEST you need to know advanced topics well such as tensors, Abstract Algebra etc. So both are complementary to each other but if you have good concepts then JEST will be more enjoyable for you.
