Hello,Since you are from a reserved category ,so you can appear for the councelling process through your catagory merit rank.But you cannot get admission in nift delhi with this rank.nift Delhi is top-ranked nift centre .It requires much lesser rank.but you can go for some other nift centers

According to your common merit rank of 4787, it may not be possible to get textile design in OBC (NC) category in NIFT as last year the last rank admitted for textile design in OBC (NC) category was 4448 in kangra.
Last year, the last rank admitted in any designing was around 4647 in fashion communication in srinagar.
You can try applying for 2nd round counselling or you can try in other colleges.

Yes ofcourse phones are allowed in the hostel. You are allowed to use it on campus too.
Hello Shailaja, on the basis of 2018 cutoff, you can't get MFM course in any of the NIFTs according to your rank. The last admitted rank in MFM course was at NIFT Shillong with a CMR of 487 and then NIFT Raebareli, you might try for them and you might get a seat if you are lucky, but I would suggest you apply for other courses.
