Listen, you can join NCC even if it's not in your college. For that you're supposed to visit to your nearest NCC Unit in Uttar Pradesh and there you've to enroll yourself in the Senior Division (Senior= since you're in college and Division= is for male cadets; Wing is for female cadets) for "B" Certificate programme.
You'll be enrolled as a Open Cadet and after that your selection would be based on physical efficiency test, written test and even interview- all depends on their selection criteria.

Here are some specific details to join NCC-
1. The student who desires of being enrolled in the Senior Division shall apply to the Officer Commanding of the nearest NCC Unit; while a student desirous of being enrolled in the Junior Division should apply to the Headmaster/Principal of the school in the prescribed form.
2. All the regular students of schools and colleges can join the NCC on a voluntary basis. The students have no liability for active military service.
3. The minimum age limit to join NCC is 13 years and the maximum age limit is 26 years.

You haven't mentioned the name of the college for which you want to know the availability of NCC. NCC facility is not available in every college. It depends on the various colleges and universities. For instance, University of Delhi (DU) provides the facility of NCC. Please provide the name of the college so that your query can be answered. If your college does not offer NCC, you could join as asn open cadet. Open cadets are usually allocated to another college within the same university that has NCC, or you will have your NCC drills and training in that battalion, depending on how many vacancies they have. If you are accepted, the college will conduct a physical efficiency exam, a written test, and perhaps an interview based on their requirements for admission.

Hope you doing well, according to your questions if your college don't have ncc clubs then you can join ncc as an open cadets now what that means is that you would be transferred to the other college which would be having ncc clubs and you cna join the ncc club over there but for that you have to take permission from your college and get signed by the higher authorities allowing you for open cadets and then you are good to go for open cadets clubs you can try for it as ncc certificate will help you recommending you in several places like army etc
