Directorate of Medical Education and Research (DMER), Haryana is responsible for NEET UG counselling in Haryana and in the latest notification issued by them, it is mentioned that application cum counselling fee for NEET 2020 is Rs. 4000/- for Unreserved candidates, Rs. 1000/- for SC/BC (Candidates of Haryana) and Rs. 10000 for NRI candidates.

Hey dear, cutoff varies every year, if you see the last year's cutoff which went very high that even students getting 500 marks were unable to get a good govt. Mbbs college. So, with 366 marks you won't get a govt. Mbbs college for sure but you have chances for bams and bhms. You can aslo use college predictor through this link:
