Hope you are doing well.See , with this score getting a government medical seat in either of the states isn't possible as per previous year's cutoff trends .
In 2021 , the cutoffs are expected to be somewhat similar to last year's or may increase marginally.
In Haryana, the cutoff score for an SC category candidate in order to get a government medical seat through Haryana State quota counselling was 495 with a closing AIR of 90,400.
In case of Chandigarh , the cutoff score was 424 with a closing AIR of 158937 for an SC category female through SQ counselling in the 2nd round .
As , you mentioned that you are not willing to get a management quota seat and don't want to pursue any courses as well ,I'll suggest you to take a year drop and prepare so that you can get your desired government medical college the next year .

Hope you are doing well. See, if you have participated in your state counselling and opted for BAMS colleges for admission, results are generally declared only after successful registration,fee payment ,choice filling and locking. If your score in NEET is sufficient to clear the cutoff of your desired college that year , you'll be allotted a seat in that college and will have to physically report for document verification by the college authorities.
As of now , you just need to wait for Himachal Pradesh state quota counselling to commence .

With reference to your above mentioned query, I would like to tell you that with the above rank scored by you in neet ug 2021 it is very difficult to predict colleges as your rank is likely to be very less. Secondly, it will be still difficult to predict some colleges as the neet ug counselling has not started yet and the cutoff varies every year and is different for different category students. The cutoff depends on various factors like : difficulty level of the paper, number of students appeared in examination, previous year cutoff trends etc.

--------- I must informm you that there are closed states that don’t allow other state students to participate in their State NEET Counseling.
----- ---- In these states only state domicile candidates can take admission. Example - Maharashtra is one such state where only Domicile certificate owners can participate in state counseling.
------ Since you don't have domicile of Maharashtra as you belong to Rajasthan, you won't be able to get MBBS seat in Private Medical Colleges in Maharashtra . Though you can participate in ither state counseling such as Karnataka for private medical colleges.

To cancel the seat you have to fill the Cancellation Letter given in Annexure X in Maharashtra NEET UG 2021 Information Brochure. You have to submit the cancellation letter in the allotted institute and the institute will forward the letter to the competent authority. You have to cancel the admission before the cut off date specified, if you cancel the seat after the cut off date you have to pay a penalty of Rs. 3,00,000. With this marks it is difficult to get medical college under general quota,however you can get some private college under management quota.
