Hii ! You can not directly get enrolled for MS , for this you need to take entrance exams.

NEET PG is a single eligibility-cum-entrance examination for admission to various MD/MS and PG Diploma courses apart from the entrances conducted by AIIMS, New Delhi; JIPMER, Puducherry; PGIMER, Chandigarh; NIMHANS, Bengaluru; and Sree Chitra Tirunal Institute for Medical Sciences and    Technology, Trivandrum.

I am sorry to inform you that according to me you have no chance of getting into government medical college this year with 420 marks even by state quota.You might get a bams governmet college but chances are very less as cut off won't go below 500 marks and this range is also very high.

Though BHMS stands for Bachelor of Homeopathic Medicine and Surgery , you can not become a surgeon after the UG degree . Even the MBBS degree holders are not allowed.

You need to do Masters in Surgery which is a 3 years course after BHMS to become a surgeon .
