No you cannot obtain benefits from two provisions, as this is not allowed. And that is why you are being informed the same in your document verification round. You can either choose from representing yourself for EWS seat or applying for a rural weightage.

If the category is not visible to you then you can recheck your form that whether you had filled EWS category and then cross check whether its filled or not.

If if is not visible then you may write a mail to the exam conducting authority regarding your problem.

Talking about rural weightage then you can either one of the advantage. Either EWS or Rural Weightage.

The reasoning that the category has been changed could be that you didn't upload a caste certificate or maybe it's outdated according to their guidelines. If you can, upload the certificate again as per as their rules or try contacting the helpline for more information as to why did this happen.

Yes you can apply for new EWS certificate or renew it online and it will be made within 2-3 days and then you can download it . Have you checked whether there is time left . Try to contact the authorities then they might provide you some time. Do not upload your old EWS certificate as it has expired and it is no longer valid . So, if you submit this then your category would not be considered rather it would be changed to open category.

As far as I know there is no seat reservation for EWS in upto but there is a fee waiver scheme for EWS category students in UPTU. No tuition fee must be charged from the students who got admission through such seats. These seats are limited to maximum 5% of the approved intake in that particular course.
