According to your rank and category , it would be little tough to get admission in the first 2 rounds , however you might get admission in other rounds and spot rounds , as in spot rounds many seats are left vacant , in many good branches in COT Pantnagar .

According to your marks and category it would be little tough to get government college . Although you can go for spot rounds also , where you might get a seat in GMC Haldwani , GDMC , VCSG .

You can also get semi government colleges like HIMS , SGRRIMS , which are also good but they are relatively expensive , but you can try for them in counselling .

Hello Student, 13361 is a bit higher rank. And since you belong to the OBC category, the chances might be a bit higher. If this rank is taken to be for JEE Mains ranking then you have a chance at VIT vellore for CSE. It is not specified for which exam this rank is. I would also suggest you to look at colleges such as SSN, SASTRA and SRM if you are looking for colleges in Tamil Nadu similar to VIT. BUt if you are willing to look at an All INdia range, I would suggest you to apply for colleges such as Shiv Nadar,  Delhi. Since you belong to Uttarkhand there will not be any state quota for you at VIT unfortunately.

It's difficult  to predict because each year cutoff changes because of number of student attending the exam and coming to your question yes if you score 560 you have high possibility to get seat in good college . Shree Dev Suman University, Uttarakhand has complete their online mode of application for the new session of 2020. The application form is released in 1st july, 2020 and the fees submission date was start from 1st june.  The last date of the application form was 10th july, 2020 and the last date of fees submitting date was 12th july, 2020.  The extended date was 20th july, 2020. Till now no further extension.
