Since you have given WBJEE exam so till now I expect that you have nearly configured out that how much marks you will score in the exam and you can also predict your rank through the Careers360 Rank Predictor( link mentioned downward).
Basically there are two types of ranks in WBJEE;
1) Engineering Rank (Calculated on behalf of PCM paper).
2) Pharmacy rank (Calculated on the behalf of Physics and Chemistry paper).
You may have to get rank in top 10K to take admission in Govt. college. Otherwise rank under 10k- 50K can help you to get into any private Institution for sure.

As per the norms of most company , they do not allow more than 2 year of drop. They have selected rules which says , how much drop/break you can have between your academics.3 year drop is not considered good. But yes there are some good companies where they select on the basisiof skills only , present in your resume.So there is stil chance of getting into good companies.

for admission into Mechanical engineering branch.
You have to obtain rank in the range mentioned above to get admission into HIT.
Note :- Cutoff depends on various factors so it may vary for courses in different years.
Haldia Institute of Technology accepts JEE Main score also for the admission into various courses.

There is no problem if your brother has decided to drop his BSc degree and go for engineering (it is never too late to choose your course).
There are many students who decide to do engineering or medical after completing their graduation from basic science questions (I have met people who have dropped 5 years straight for neet).
It is true that he might face difficult and non empathetic questions regarding why he left it but that is something he will have to prepare himself for but it will be worth it as long as engineering is his passion. Also, he can pick up skills that will make him the most eligible graduate for placement (besides trying t score above 8 sgp). All the best!
