Hey,
UPSC Civil Services Examination is the entrance test that needs to be aced in order to become IAS officer.  The exam includes Prelims, Mains and Personal Interview.
The basic eligibility criteria is too have a graduation degree in any stream from government recognized universities or possess an equivalent qualification. Candidates who are in their final year can also appear for the same.
So, you can appear for  UPSC if you are in your final year or have completed Chemical Engineering.
Hope this helps.
Good luck.
