Every year the cuttoff changes there is just a reference to the previous year cutoff but you cannot just rely on that and keep other options in touch as well. Cutoffs of previous year just give an approximation, every year aspirants and their score and percentile varies so do not just go over it as it may be possible you may or may not get ,its really hard to predict.

Yes you are very likely to get that branch, this year the total no. of seats for students has increased. And every year, a trend is seen that closing ranks increase somewhat for most of the branches, in most of the colleges.
