IISER anyday is the best option for resarch. NITs were made as an engineering college and resarch is just a part of them. While IISER were made to do resarch work only. Their curriculum as well as the fundimg is resarch centric. Apart from that you will also get monthly allowance of 10k for 1st 2 years and 25k for next three years. So go fo IISER if you can.
