You can appear for JEE main, and take admission into Private and govt state colleges. But you can not appear for counselling of NITs IITs IIITs and GFTIs which takes admission through Joint Seat Allocation Authority. However, if You fall within Top 20 percentile then only you would be eligible, list of top 20 percentiles of different boards will be released next year.

If It followed previous years trend then It would not be possible because for your board it was more than70 percentage.

As per your marks, you are eligible to give JEE main examination. But, you can not take admission in any government engineering college if you are a general because they require 75% marks in 12th board examinations. But, you have good chances in getting a seat in any private engineering college as most of them require 60% marks in class 12th board examinations. So, the odds are that you can get into a good private engineering college if you manage to score good marks in JEE main examination.
