hello, i have passed my mbbs from west bengal.... but i am a permanent resident of bihar....recently i have joined the duty as a govt medical officer in bihar... i just want to know whether i am eligible for bihar state govt ocounselling or not.

As you are residential citizen of Bihar, you are eligible for your state counseling.
