Security fee will be refunded after all rounds of counselling. It will be refunded to the same account from where it was deposited to the counselling authorities. Visit the point no. 51 from the pdf given belo to get more details:

Hello

The security fee will be refunded to the institution where the student has taken admission and it will be adjusted during first year fees. If student is not alloted any seat in counselling then the fee will be refunded to account provided by the student at the time of registration. It will be refunded only after completion of counselling.
