Class 12th marks and percentage are considered for admission in college. The better you score the better College you get.
Many Colleges conduct entrance exams for arts courses as well the basis for these entrances are general knowledge, basic English and some subject related questions that you hv studied in school so far.
Some universities like Delhi University provide admission in merit basis in many arts courses. Since it is one of the best institutions in India the cutoff percentage for all categories are high ranging in between 80-95%.

Now a days every college has there entrance exams be it any field .Still some colleges also give merit based admissions also for that every college has a different criteria .

From a general point of view I would say that one should have a minimum of at least 60 percent and more .
