I already studying bsc course in another college and I am trying to discontinued that course now iam trying bsc arts course which college accept me imdentely in November month it's possible

It is unlikely to get a new admission in November, as November is usually in the middle of the first semester or the beginning of the second, and also, colleges have strict attendance requirements, so it would be difficult to catch up with that and all the missed coursework.
Also, you cannot simply switch the courses; you would need to formally cancel your admission at your current college. You should wait for the next academic year to change your course and have to freshly apply for the course you are opting for.
