I am female OCI whose completed education of 12th in India, Will I be able to avail the open category femal supernumary seats in JEE? It says that OCIs with indian education will be treated at par with indian nationals in the 2020 brochure....

Yes of course you will be able to avail the open category female supernumerary seats. OCI students are treated as Indian Nationals if they completes 12th in India and state of eligibility becomes the state from which the student passes class 12th examination.
