First of all congratulations on securing a very good rank in CEE exam. As per your rank and as you have said you belong to OBC category you can get a seat in Assam Engineering college (AEC) or Jorhat engineering college (JEC). But in AEC you may not get desired branch you will be having least option in AEC rather than you can go with JEC where  you will be having more option of choosing your branch. As per concern i will say go with JEC, in my preference JEC is better than AEC. Hope it helped you.
