I got 24th rank (civil), but I did't get into any university in phase-1 . I come under non-local.Is there any possibility to get into university in phase-2 . I have applied for SVU and AU only.

Yes there are chances of getting into the college in phase 2. But you must also keep in mind that the scores and cut off keep changing each year so your likelihood of getting selected may be more or less depending upon that. So keep your hopes high and keep in mind the previous year cut off for each phase which can give you an idea about your selection chances.
