I got 40 marks in Jee mains and my st rank is around 8900 and my all India rank is 389000.Can I get mechanical seat through jac delhi??

You have less chances to get seat through JAC Delhi.
You can try for private colleges. You can get good college in other states like: Haryana, UP, West Bengal, Punjab, Rajasthan, Maharashtra. Most of the states have reservation for other state students in private colleges based on JEE Main score/rank. You need to apply separately for them.
