I got 71% in UP board exam 2019,but I am in top 20 percentile of UP board,Am I eligible to get admission into IIT's,NIT's?

With the marks you have secured in 10+2 your are eligible for NITs and IIT
But for this you have to get a good rank in
JEE mains :- for Nit
JEE advance :- for IIT
but if you secure 224000 rank in JEE mains CRL then only you can apply for JEE advanced
So secure good marks and predict your college through the following link

There was an article published in Dainik Jagaran claiming that one need at least 75% to get into IIT's and in those boards in which marks are not given to students will quakufy through top 20 percentile cutoff,I am literally confused because I am in top 20 percentile;are you sure that I am eligible as I am in top 20 percentile?
No., according to jee rules., one should be either in top 20%ile or should score above 75% in class 12
It means I am eligible to get admission into IIT's if I clear JEE advance?As I am in top 20 percentile of UP board ?
