I have got NITH in first round of ccmn, and I checked the Closing rank for IIITL, I was eligible for that as well. i want to go for IIIT L, so will I be able to get IIIT L in the second list or should I pay NITH fees for now.

When filling choices make sure you set your priorities staright because once the choices are locked there is no going back.

Even in subsequent rounds, your alloted institute will move only up your preference list and in NO case shall it move downwards.so it is unlikely you get iiit Lucknow

So, getting a better college in subsequent rounds depends solely on how you fill the choices.
