Hi,

Yes, you can go for the college which you have been allotted in first phase, provided that if you have paid the tuition fee on time and have done self reporting and received joining report for the college during first phase counselling. The seat will be allotted for you because you have self reported and received the joining report.

As you said you don't want the college which you have been allotted in 2nd counselling, so you don't have to do any self-reporting for the college you got in 2nd counselling. Now you can directly go to the college you got in 1st counselling and submit your original certificates and pay your admission fee. So that your admission process will complete in the college.

Hope this helps!
