i have given 12th exam in 2019 but not appeared in jee advance and giving it in 2020 can i give this exam again in 2021

No you can't.
Because as per JEE ADVANCED criteria for year 2021 you must have to passed your 12th in year 2020 or appearing (12th) in 2021.

Hope you are doing well!!
In case of jee advanced you can give the exam atmost twice.
So if you haven't given the exam in 2019 then you can give it in 2020 and again in 2021.
