I have scored 89 in jee main barch but my 12th boards marks is 65 Can i appear for jee advance

With your percentile the chance of getting qualified for JEE advance is quite high as considering the last year scenario the cutoff was about 89.
But the eligibility criteria states you must have obtained a minimum of 75 aggregate CBSE or any other recognized board in 12th.You are not fulfilling this criteria.
You can appear for the exam,in the application form you have to state that you are going to have improvement,it will be considered,
but it be worthless.
I will suggest you to appear for improvement if you want to get admission in NITS IIITS or IITs
