i missed to register myself for icar ug counselling 2021...will i be able to participate in 2nd round or 3rd round or mop up round ? will i be able to get any good college for bsc agriculture with air - 7799 ?

No you can't participate in the 2nd or 3rd round, you can attend only in the next year that is 2022. and yes you can get good colleges for B.Sc Agriculture with air-7799, like

Anbil Dharmalingam Agricultural College And Research Institute, Tiruchirapalli.
