In order to appear for SSC CGL exam, you need to clear all your backlogs, if we go through the official notification of the exam for this year, then it clearly states that candidates need to obtain the required qualification by 1st January, 2021 and this also includes clearing all the backlogs (if any), and your exam is yet to be conducted, you can check out the official notification at https://ssc.nic.in/SSCFileServer/PortalManagement/UploadedFiles/notice_CGLE_29122020.pdf for more details regarding this.
