Yes definitely.

Candidates studying in class 12th or passed 12th in 2017 are eligible to appear for jee mains engineering entrance exam.

Yaah, without doubt you can apply and compulsory you have to apply for both the JEE mains exam which is going to be conduct in 2019 other you will loss one - one attempts from both JEE Mains and Advance. So definitely you should go for that.
