you are getting an rank of 3284. But you didn't mention whether it is in JEE Advanced or JEE MAIN. so i'm considering it is JEE Main Rank.
To get an IIT college the student should have to qualify JEE Advanced.
As you didn't mention whether you are JEE Advanced qualify or not. so, i'm unable to answer to your questions.
But, you can surely get top branch in NIT with this rank.
As the round 3 of JOSAA counselling is started so you can't apply to it.
now, wait for special round and you should get an NIT/IIT.
