Should I pay Rs. 1000/- for IPU CET 2019 for admission of B Tech as admission is based on jee main ranking not on CET.

Yes , IPU conducts it's own entrance test which you can appear and you have to pay the required fees too. IPU allocates colleges on the basis of your performance on that test not on the basis of score of JEE mains. In addition to this IPU is a very good University to pursue b.tech.
