As you have secured 21000 rank in the ap EAMCET it is good . 

The admission you can get through the rank you have secured can be in top 20 engineering colleges of your area . 

Admission in universities is hard but you can definitely get seat in the top 20 engineering colleges (private)

AP EAMCET cutoffs can be extremely different for different categories and courses for the same college. Like for CSE and a general category candidate , the cutoff rank xan be 1k while for the same college and a branch like EIE  and st candidate , thw cutoff rank can be 50k. So just a mere rank is not enough to decide the college.
