hello, if you are willing to change your college to study in RLJIT engineering college in Karnataka you need to start as fresher and you previous year engineering in Andhra Pradesh is lost.

if you think it will benefit you by studying in different college for whatever personal reasons please proceed, also it is best to know whether your college in Andhra Pradesh is willing to give you permission to choose other college by giving you certificates without asking you to pay total 4 years of engineering fees as many colleges follow this method.
